HAMP was not as large as some of the more ambitious programs of Lyndon Johnson’s “Great Society,” but it demonstrates once again that when financial crisis hits large cities or states, many people look to the federal government for a helping hand. The economic crisis that began in the latter part of George W. Bush’s presidency propelled a Democratic administration to step up to deal with the collapse of the housing market. The federal government (or “big brother”) was watching over society again in response to the greed of those in the private sector who were trying to make a buck off unqualified homebuyers.
So here we are, America. Fifty years after politicians first tried to solve an array of social problems in the inner city, the politicians of 2017 are governing in a country where people are trapped in numerous violent enclaves, including Chicago and Los Angeles. The debate over the outcome of the “Great Society” programs is still fervent and ongoing within academia, and it won’t end with this book. We do know that one problem contributing to the violence in the inner cities is that too many black children are growing up without a parent. One of the last estimates in 2013, which was verified by PolitiFact, had 72% of African-American children born out of wedlock and 67% of African-American children raised by one parent.15
